Reform of Whole-of-Government Funding for the Non-government Sector

Current inconsistency around funding and indexation provided by governments to non-government (NGO) organisations has led to a necessary reform.

In 2014, Cabinet nominated the Department for Communities and Social Inclusion (DCSI) to progress a whole-of-government reform for funding the NGO sector.

DCSI is working in collaboration with other government agencies, peak bodies and NGO’s to ensure commitment from all stakeholders to:

• Develop South Australian Not-for-profit (NFP) Funding Rules and Guidelines (SANFRAG) for all funding provided by the SA government to NGO organisations
• Investigate a whole-of-government NGO Indexation Policy;
• Streamline and update the contract approval process for small grants;
• Introduce rolling contracts for grants; and Establish generic grant agreements with standard legal clauses
